Negative readings mean the network is smaller than a year ago, which has happened **only** a handful of times, each in the deepest part of a downturn. It measures money committed to mining, not price.
In words: the 30-day average computing power now, divided by the 30-day average a year ago, minus one, times 100.
It needs 13 months of history before a first point can exist, so the line starts in 2010 rather than 2009. The 30-day smoothing deliberately removes short-lived swings.
