Bitcoin recently surged past $69,000 for the first time in two months, while Ether climbed back above $2,000, driving a broader market rally. This upward momentum follows two major developments: an expansion of U.S. Treasury buyback operations and a new crypto offering proposal from the SEC.

Buyback Expansion Sparks Crypto Rally

On Wednesday morning, the U.S. Treasury Department announced plans to at least double its liquidity support buyback operations for 10- to 30-year nominal coupon securities.

"We're not surprised by the $517 million inflow into Bitcoin ETFs on Wednesday — it's a natural reaction to the Department of Treasury's buyback announcement," noted Jeff Mei, COO of BTSE. "When the Treasury signals it's stepping in to cap yields, the dollar softens, risk appetite returns, and crypto assets benefit."

Adding to the positive sentiment, the SEC proposed a rule on Tuesday to create two tailored exemptions for crypto investment contracts. Under the proposal, issuers could raise up to $5 million over four years or $75 million annually, provided they meet specific disclosure requirements.
